  • What is a tax credit?

A tax credit is a dollar-for-dollar reduction in the amount of income tax you would otherwise owe. For example, if you claim a $1,000 federal tax credit, your federal income taxes due would be reduced by $1,000. It's important to note that the federal tax credit for solar is different from the Investment Tax Credit (ITC) offered to businesses that own solar systems.

  • What is the federal solar tax credit?

The federal residential solar energy credit is a tax credit that can be claimed on federal income taxes for a percentage of the cost of a solar PV system paid for by the taxpayer. The installation of the system must be completed during the tax year.

  • Am I eligible to claim the federal solar tax credit?

You may be eligible to claim the federal solar tax credit if you meet the following criteria:

    • Your solar PV system was installed between January 1, 2017, and December 31, 2034.
    • The solar PV system is located at your residence in the United States.
    • You either own the solar PV system (purchased with cash or financing) or purchased an interest in an off-site community solar project, provided the electricity generated does not exceed your home's consumption. Note: The eligibility for purchasing an interest in a community solar project may vary based on IRS rulings.
    • The solar PV system is new or being used for the first time. The tax credit can only be claimed on the "original installation" of the solar equipment.
    • Must have taxable income over the course of multiple calendar years. Please consult with your CPA / tax consultant for more specific information on how this would relate to you.
  • What expenses are included in the federal solar tax credit?

The following expenses are included in the federal solar tax credit:

    • Solar PV panels or PV cells (including those used to power an attic fan but not the fan itself)
    • Contractor labor costs for onsite preparation, assembly, or original installation, including permitting fees, inspection costs, and developer fees

    • Balance-of-system equipment, including wiring, inverters, and mounting equipment
    • Energy storage devices with a capacity rating of 3 kilowatt-hours (kWh) or greater (for systems installed after December 31, 2022). Note: IRS private letter rulings may not be relied upon as precedent by other taxpayers.
    • Sales taxes on eligible expenses

Kane County Solar FAQ

Frequently Asked Questions About Solar In Kane County, Illinois

  • What is the Illinois Shines (SREC) program, and how does it work?

Illinois Shines, also known as the Adjustable Block Program, is a statewide initiative that offers Solar Renewable Energy Credits (SRECs). Homeowners can receive one SREC for every 1,000 kilowatt-hours (kWh) their solar system produces, which can be sold to local power companies at the market rate. To qualify, homeowners must work with an approved vendor.

  • Do cities in Illinois also provide incentives for solar?

The City of Naperville Electric Utility in Naperville, IL, is offering incentives ranging from $1,000 to $3,000 to its electric customers for the installation of residential solar energy systems. The incentive amount is based on the size of the system at the AC inverter, with a rate of $300/kW AC. Homeowners can receive the incentive if they purchase and install either a roof-mounted solar energy system or a solar water heating system. To be eligible, completed applications must be submitted within six months of passing the final inspection.

Before installing solar panels, a checklist can guide homeowners through the process. It includes information about interconnection and fair crediting, as well as additional criteria for the permitted size of the solar system based on the customer's average peak kW-AC. There are also requirements regarding eligibility and the application process, such as the need for a complete application within six months of passing the final inspection, contribution to the Naperville Renewable Energy Program, and ownership of the solar system (leased systems are ineligible for the incentive).

A City of Naperville Building Permit is required for re-roofing, system modifications, or additions to existing solar systems.

  • What is the City of Chicago Green Building Permit Program, and what projects does it cover?

The City of Chicago Green Building Permit Program provides an expedited permit process and possible fee reduction for qualifying projects, including solar installations, geothermal systems, green roofs, rainwater harvesting, solar thermal panels, wind turbines, and more. Visit the City of Chicago website for further details.

  • Are there property tax breaks for installing solar in Illinois?

Yes, the state of Illinois offers a property tax exemption for residential solar system owners. This means that although the value of your property increases with the installation, your property taxes will not. Both active and passive solar energy systems are eligible for this tax exemption. Check the state of Illinois website for more information and additional local government tax breaks.

  • What is net metering in Illinois, and how does it work?

Net metering, or net energy metering (NEM), is a program that credits solar owners for any excess energy their systems produce. These credits can be applied to future utility bills, reducing energy costs. Illinois residents can participate in net metering programs offered by utility companies such as Ameren Illinois Utilities, Commonwealth Edison (ComEd), and MidAmerican Energy Company. Visit the Illinois Attorney General's website for more information.

  • Can Illinois residents benefit from the federal solar tax credit?

Yes, Illinois residents are eligible for the federal solar Investment Tax Credit (ITC), which allows homeowners to claim a credit equal to 30% of their solar installation costs on their federal taxes. To qualify for the ITC, homeowners must own their solar system either through full purchase or loan ownership. Leased or Power Purchase Agreement (PPA) systems are not eligible.
